Phil Fraley served as a police officer for the City of Beckley, West Virginia, working as a patrol officer, crime scene technician, and DARE instructor. 

Phil graduated from Marshall University, and he received his J.D., with distinction, from Ohio Northern University’s Pettit College of Law. While at Ohio Northern, Phil was on the National Environmental Law Moot Court Team and coauthored an award winning Appellate Brief for the Pace University Environmental Law Competition. Phil also served as an Associate Editor for the Ohio Northern Law Review, and he was selected for the Order of the Barristers.

Phil’s practice encompasses defense work in the areas of Medical Malpractice, Personal Injury, Property Damage, Product Liability, Toxic Tort, Premises Liability, Motor Vehicle Accidents, and Insurance Coverage issues.
Phil has been admitted to practice in West Virginia (2003), as well as before the United States Court of Appeals for the Fourth Circuit and the United States District Courts for the Northern and Southern Districts of West Virginia. He is an active member of the Defense Trial Counsel of West Virginia and the Claims and Litigation Management Alliance.
